About the Maryland Health and Higher Educational Facilities Authority

Welcome to the Maryland Health and Higher Educational Facilities Authority Website. The Authority is a public instrumentality of the State of Maryland. The purpose of the Authority is to assist nonprofit hospitals and related health care organizations as well as private non-collegiate and higher educational institutions in the construction, financing and refinancing of certain projects approved by the Authority. The Authority consists of nine members, one of whom shall be the Treasurer of the State of Maryland, ex officio, and eight of whom shall be residents of the State appointed by the Governor. All Authority members serve without compensation but are entitled to reimbursement for actual and necessary expenses incurred in the performance of their duties. Subject to the approval of the Governor, the Authority appoints an Executive Director to assume responsibility for day-to-day general management of the Authority's affairs.
